
Professor Ellen Hazelkorn is Professor Emeritus at TU Dublin, a Joint Editor of Policy Reviews in Higher Education, and a Joint Managing Partner at BH Associates education consultants in Ireland.
She has collaborated with international organisations and governments for nearly 25 years, including the European Commission, the EU Joint Research Council, the OECD, the World Bank, UNESCO, the European Investment Bank (EIB), and the U.S. National Academy of Sciences, in addition to various governments, government agencies, and tertiary institutions worldwide. Ellen was a policy advisor and board member of the Higher Education Authority (Ireland) from 2011 to 2017, and she served as a consultant to the OECD from 2001 to 2010. She was the Vice President of the Dublin Institute of Technology (now TU Dublin) from 1995 to 2015, also holding the position of Vice President for Research and Enterprise.
Ellen is a member of the Coordinating Council for Higher Education in Portugal and provides counsel to the Department of Further and Higher Education, Research and Innovation in Ireland. She has been a member of the Committee for Strategic Advice at EURASHE since 2022.
Ellen was awarded a BA from the University of Wisconsin in the USA and a PhD from the University of Kent in the UK.

Ellen has published approximately 200 peer-reviewed articles, book chapters, short articles, blogs, commentaries, and policy papers, and she has delivered around 200 keynote addresses.
